Rapid City has more than 77,000 residents, a large percentage of whom identify as Native American. While the community has historically had a strong sense of cultural identity, the recent growth of poverty, opioid abuse and unemployment have caused a rise in the numbers of homeless individuals. The City of Rapid City has taken steps to address this by developing a strategy called “street outreach,” which involves partnering with private groups that work with displaced individuals on a one-on-one basis.
